DIVISION SPECIFIC RULES AT BOTTOM OF PAGE

GENERAL RECREATIONAL RULES

Longmont Baseball League Inc. (LBL) shall follow the National Federation of High School Rules. However, LBL General Rules will take precedence over High School rules and LBL Special Age Group Rules will take precedence over LBL General Rules when in conflict. Coaches are responsible to inform players and parents of LBL rules. (With copies if necessary.) For clarification, the following definitions will be used: Baseball grounds: will consist of any and all areas for spectators and baseball personnel. Playing field: will consist of all areas inside the fenced area or designated boundaries to include fair territory of playing area, foul territory where playing is permitted and the bench area of the teams.

1. No smoking , tobacco, alcoholic beverages use is allowed within 100 ft. of any playing field.

2. No profanity will be permitted within 100 ft. of the baseball grounds.

3. No physical contact in the form of fighting or poor sportsmanship type conduct will be permitted on the baseball grounds. No persons other than players, managers, coaches and umpires assigned to the game will be allowed on the field.

4 No throwing of any baseball equipment or clothing will be permitted at any time, penalty will be immediate ejection.

5 Umpire judgment calls cannot be appealed. Rule calls, on appeal -request, will be reviewed by both umpires and a final decision will be reached by the umpires. Under no circumstances will taunting, ridiculing, or in any way harassing the umpire be permitted. If coaches or spectators are not satisfied with the rule decision, please call the head umpire, and the rule will be clarified via the High School or LBL rules and the explanation will be given to both coaches and umpires.

6. Any infraction of the LBL rules by players, coaches, umpires, parents and/or spectators can result in immediate ejection from the game and baseball grounds or park. The ejection of a Coach or player will result in a minimum of a 1 game suspension for the next league game. (For travel teams this is their next home game.) The LBL Board of Directors may review for additional suspension and/or possible removal of any further participation in league activities. Ejected adults (coach or parent) must leave the baseball grounds. Failure to abide by the umpire's decision will result in forfeiture for that team. Umpires must provide a written report of ejection to the LBL.

7. Any misconduct by players, managers, coaches, umpires, parents and/or spectators not covered by any other rule will be investigated by the LBL and all findings will be decided at a meeting with the involved parties present. Written notifications will be given to involved parties. Refusal or failure of involved parties to attend the meeting will constitute acceptance of the LBL's decision in the dispute and the necessary disciplinary action will be taken. All decisions of the LBL Board of Directors will be final.

8. The LBL must approve all team rosters, coaches, assistant coaches and umpires.

9. The replacement of a Coach, the replacement of a player, or the addition of a player to any roster must be coordinated through the LBL, and only permitted with the approval of the LBL.

10. All players, managers, coaches and umpires must be registered with the LBL and all proper LBL forms must be completed. In any games where no official umpires are present, those persons delegated by consent of both coaches to umpire will be considered to be registered and approved by the LBL.

11. Players in all age groups will wear the uniform assigned by the league at all times while participating in league play. Uniform caps will be worn with the bill to the front and shirts tucked in while on the playing field. Uniforms will not be modified. The preferred color for LBL baseball pants is white. Players shall wear no jewelry of any type.

12. No games will be made up due to weather, unless the total number of games played falls below 8.

13. Decisions to cancel games due to unfavorable weather conditions will be determined by league officials and/or umpires, with input from coaches. This decision will be made at the field at game time. Both coaches and team members should show up, or risk forfeit. This could be a double forfeit if officials decide the game can be played and neither team has enough players to play.

14. If games are called due to weather the game is considered a complete game if either 2 innings have been completed or if the game has played over 1 hour. If weather or other unusual circumstance ends a game, the game will revert back to the last completed inning. If neither one of these have been met the game will be scored as 0-0, as an un-played game.

15. All batters and base runners must wear batting helmets. Players used as base coaches or base coaches under 18 years of age must wear helmets. Players warming up pitchers, on or off the field, must wear a facemask if in the down position. Skull caps are not allowed.

16. All players present at the start of the game will be placed in the batting order. The batting order will not change once the game has started, except due to injury or ejection of a player. Players arriving late can be added to the bottom of the order if the coach decides to play them.

17. When 5:30pm games (with games scheduled behind them) extend past 7:30pm, the second scheduled game will start within 10 minutes of the completion of the preceding game.

18. Time Limits: 5 & 6yr. olds No new inning shall begin after 1 hour 15 Minutes
7 & 8 yr. olds No new inning shall begin after 1 hour 30 minutes
9,10,11,12,13 & 14 yr. olds No new inning shall begin after 1 hour 45 minutes

19. Regular season games can end in a tie .

20. On fields with lights having two games scheduled, no inning of the first game scheduled shall begin after 7:30pm. If the game is tied at the end of that inning, the game will end and be declared a tie.

21. On fields with lights, having two games scheduled, no inning of the second game shall begin after 10:00pm. If the game is tied at the end of that inning, the game will be declared a tie.

22. Except for the 5-6-7-8 leagues, scores and standings will be kept at all times. The home team will keep the official scorebook. The home team is responsible to input the score on the LBL web site.

23. Coaches are responsible to ensure that all catchers wear throat guards and all male catchers wear protective cups.

24. . Games can be played with a minimum of 8 rostered players at all times. At the scheduled time if a team does not have at least 8 players at the field within ten minutes the team will forfeit the game. In the event of a forfeit, the game will be recorded as a 7-0 forfeit and the teams may elect to play a scrimmage game. If they do, a team may "loan" a player to the short team. The scrimmage game will be played until the scheduled completion time from the original starting time with no score being kept. Only LBL registered players in that age group may participate the scrimmage game.

25. Free substitution is the rule governing defensive changes. A player may enter and re-enter a game at several positions, except pitcher. Once removed from the pitching position, a player may not return as a pitcher during that game. This includes games that are finished on different days. Pitchers not eligible to pitch in a game, are also not eligible if/when the game is continued (make-up games).

26. There will be a 35-hour gap, when a pitcher has pitched the game limit between pitching duties from one game to another. A pitching log will be maintained in each coach's score book, and will be made available upon request to league officials, the umpires, or opposing coach. For calculating innings, one pitch constitutes an entire inning.

27. Pitchers having ball control problems will be monitored. The first time a pitcher hits a batter with the ball, he/she will be cautioned. On the second hit, he will be given a final warning,. On the third hit of a game, the pitcher must be replaced.

28. A coach is permitted only one defensive conference per inning. On the second conference in one inning, the pitcher must be replaced.

29. No metal spiked footwear may be worn by the 14 and under age groups.

30. A courtesy runner can be used and is encouraged for pitchers, catchers and/or injured players. The person designated as the courtesy runner will be the player who was the last out.

31. Coaches should put in writing and distribute to all team members just what will cause a player to be disciplined. A player being disciplined may not play the minimum number of innings in a game. Coaches must notify the opposing coach if any of his players are being disciplined and will not play.

32. Baseballs are the property of the Longmont Baseball League. New balls are to be used at games (home team to supply 2 new baseballs for each home game). After the game, new balls become practice balls and should be kept with other league equipment. Game balls are not to be given to players.

33. If a player carelessly throws a bat while at the plate the following will occur: First time - Warning to both teams. Second time - Call player out. Third time - Call player out, bench player for the remainder of the game. If at any time the umpire judges it was reckless or deliberate, then the player will be called out and the player benched or ejected.

T - BALL RULES

1.   All players must have reached the 5th but not their 7th birthday by April 30th of the baseball season, 6yr. old players may choose to play up 1 one division.
2.   All players on the team will be placed in the batting order. Each half inning will consist of batting through the order. No score will be kept.
3.   The distance between bases will be 50 feet.
 4.    All regular games will consist of a maximum of 5 innings. No inning will begins later than 1 hour 15 minutes after the start of the game.
 5.   Ten players will be on the field defensively. The tenth player will be in the outfield.
 6.   No player shall sit out more than one inning consecutively except for disciplinary reasons, injuries or ejection.
 7.   There will be no strikeouts. A coach or designated parent will place the ball on the T.
 8.   Players on defense must be rotated. All players must play the infield a minimum of one inning per game (at the coaches' discretion when safety is a factor). A player may not play one position more than one inning per game.
9.   Leading off, stealing, and bunting are not allowed. Base runners may not leave the base until the ball is hit.
 10.  Substitutions may be made at any time.
 11.  There must be at least 8 players on defense at all times. If necessary, players from the opposing teams may be used. Only LBL registered players may play. No one else will be permitted to fill in for players.
 12.  On all overthrows, regardless of the location of the ball (fair or foul), all play will stop and the runners will advance only one base.
 13.  Parent or adult may be used to coach bases.
 14.  When the team is playing defense one coach may be in the outfield to help.

Coach Pitch Rules

1.    All players must have reached their 7th but not their 9th birthday by April 30th of the baseball season. Players may choose to play up 1 one division.
2.     Defensive coaches shall not be allowed on the field of play and shall coach from the dugout or bench.
3.     The Infield Fly Rule shall not be in effect at any time.
4.    Ten (10) defensive players shall play in the field with four (4) outfielders. The fourth (4th) outfielder shall not assume an infield position. All outfielders shall stay behind the base lines.
5.     The batting order shall constitute all present players on the team roster at the beginning of the game. Late arrivals shall be inserted at the bottom of the batting order. All players on the roster shall bat before returning to the top of the batting order.
 6.     Teams may start and play a game with eight (8) players.
 7.    There must be at least 8 players on defense at all times. If necessary, players from the opposing teams can be used. Only LBL registered players may play. No one else will be permitted to fill in for players.
8.     Teams may use free substitution on defense but the batting order shall remain the same.
 9.    No player shall sit out more than one inning consecutively except for disciplinary reasons, injuries or ejection.
 10.  Players on defense must be rotated. All players must play the infield a minimum of one inning per game (at the coaches discretion when safety is a factor). A player may not play one position more than two innings in any one game.
11.   Batters in the 8 YO Division shall receive a maximum of six (6) pitches or three (3) swinging strikes, whichever comes first. Batters in the 7 YO Division shall receive a maximum of eight (8) pitches.  If a ball is not put into play after 8 pitches the batter is out.
 12.  Foul balls may extend an at-bat.  I.e. if a batter fouls the final pitch (3rd strike or sixth pitch for 8 yr. olds, eighth pitch for 7 yr. olds), subsequent pitches may continue the at-bat until the ball is put into play or the batter strikes out.
 13.   There will be no base-on-balls
 14.   Runners shall not lead-off or steal bases
 15.   An inning will end when 3 outs have been made or a maximum of five (5) runs have been scored.
 16.   The coach pitching the ball shall call "Time” after every play and declare the ball dead. "Time” shall be called as soon as the lead runner is not attempting to advance. "
17.  When a defensive player has thrown the ball to the infield, the play is considered dead. Runners should Advance only to the base they were heading to.
18.  On all overthrows, regardless of the location of the ball (fair or foul territory), all playing will stop and all runners will advance only one base. The baseball will then be returned to the designated pitcher.
 19.  Teams will use Level 5 baseballs
20.    Base distance shall be 50ft.
21.  All games will consist of a maximum of 5 innings. No inning will begin later than 1 hour and 30 minutes after the start of the game.  
22.  Teams may only bunt  2 times per inning.
23.  In order to keep the game moving, it is recommended that a coach or assistant stand behind the catcher to throw back any missed pitches.
24.  If it is raining or the weather conditions are not favorable for the pitching machine, a coach will deliver the pitches.

9 & 10 yr. old rules

1. All players must have reached their 9th, but not their 11th birthday by April 30th of the current baseball season, players may choose to play up 1 division.
2.        No player shall sit out more than one (1) inning consecutively except for disciplinary reasons, injury or ejection.
3.       All players will play at least one inning in the infield per game.  If a shortened game prevents this, the player will start in the infield the next game.  (Coaches who feel players could be in danger , or unsafe to participate in the infield should notify the Longmont Baseball League).
4.       All regular season games shall consist of a maximum of six (6) innings.  In case of bad weather, light failure, darkness, etc…. three (3) complete innings will constitute a complete game or if 1 hour has elapsed.  If neither has occurred the game will be scored as 0-0 or game not played.    
5.       All pitchers will be limited to two (2) innings per game (Pitchers are subject to LBL General Rules for pitching).  This will be recorded in the Coaches pitching log. 
6.       Stealing is allowed with limited guidelines.  Base runners are NOT permitted to steal from 1st to 2nd base at any time.  They may steal 2nd to 3rd base and 3rd to home, but may not leave the occupied base until the pitched ball crosses home plate, or perpendicular to home plate on a wild pitch.  CLARIFICATION – Runners may advance from 1st base on a hit, or on a force causes by a walked batter.
7.        Bunting is allowed, fake bunts are not.  A batter that "shows” bunt is committed to an attempt to bunt or take the pitch.  Penalty:  A batter who swings after "showing” bunt shall be called out and no runners may advance.
8.       The Infield Fly Rule will not be in effect for this age group.
9.       The dropped third strike rule will not be in effect.  However, existing base runners may advance within guidelines on stealing.
10.       To avoid prolonged delay of the game, when all reasonable play has ended, and the pitcher has possession of the ball in the pitcher’s mound area, all runners must return to the previous base occupied. 
11.   There will be a maximum of 5 runs per inning regardless of who is winning , no mercy rule will be in effect.
12.    Games will be played with a minimum of 8 (eight) LBL registered players at all times.  If a team starts with only 8 players there is no automatic out for what would be the 9th batting position.  If a ninth (9) player shows up during the game he will be added to the bottom of the batting order and the team may have nine players on the field and in the batting order for the reminder of the game.
13.   Umpires will be encouraged to advise players and/or coaches if a batter or catcher is out of position enough to affect normal play or pose a possible danger to the catcher or batter.
14.   Trying to keep balance between learning to hit and learning to pitch.  The strike zone will be from the shoulders through the knees .   
15.  9yr. olds Pitching 43ft/ base distance 65ft.
       10yr. olds Pitching 46ft/base distance 65ft
16..  All Bats must be marked with the USSSA or USA stamp.  there is no length or drop restrictions as long as there is a USSSA or USA stamp on the bat.

13.   Games will be played with a minimum of 8 (eight) LBL registered players at all times.  If a team starts with only 8 players there is no automatic out for what would be the 9th batting position.  If a ninth (9) player shows up during the game he will be added to the bottom of the batting order and the team may have nine players on the field and in the batting order for the reminder of the game.

RECREATIONAL TOURNAMENT RULES

 

  1. Only players on the team's roster, assigned by the LBL during the season will be allowed to participate in tournament play.
  2. A team must have a minimum of 8 players to start and play the game. Players showing up late can be added to the end of the roster.
  3. There is NO automatic "Out" for the 9th batting position if only 8 players are available.
  4. All players will play at least one inning in the infield per game. Age specific exceptions for safety still apply.
  5. BALKS: Each pitcher will get one warning when committing a balk.
  6. Games will use a 1:45 time limit. No new inning will begin later than 1:45 after the start of the game. In case of weather related cancellations or any other unforeseeable delays games that have completed 2 innings or have played for 1 hour will constitute a complete game and will NOT be rescheduled. Time limit applies for Chamipionship Games.
  7. If at the end of regulation time or completed innings the game is tied, the CA tie breaker will go into effect. (CA tie breaker the last out is placed on 2nd base the game will continue like this until a winner is determined)
  8. Home team is determined by seed. Coin flip for Championship game.
  9. A pitcher may pitch 2 innings per game. The innings must be consecutive. Once a player is removed from pitching, she/he may not pitch again until the next game. 1 pitch constitutes 1 inning.
